The recycled plastic problem
no one is talking about.

Most off-the-shelf post-consumer recycled (PCR) plastic carries documented contamination from electronic waste — brominated flame retardants, lead, cadmium, antimony, and PFAS. For supplements that sit in their bottles for 1–3 years with lipid-rich or acidic contents, the contamination risk compounds. The sustainability claim brands put on the label is sometimes the thing that exposes them to a Prop 65 lawsuit.

THE SHORT VERSION

  • PCR plastic is more contaminated than its label suggests.The Food Packaging Forum's March 2025 FCCmigex database update catalogued 5,300+ chemicals migrating from food-contact materials. Recycled PET alone releases 853 distinct chemicals.
  • The contamination source is electronics.Recyclers can't reliably sort black plastic (carbon black is invisible to infrared sorting machines). Old TV cabinets, monitor housings, and keyboards end up blended into the food-contact stream — carrying flame retardants and heavy metals with them.
  • Peer-reviewed evidence is unambiguous. Chemosphere 2024 detected hazardous flame retardants in 85% of black plastic consumer products, peaking at 2.28% of the product's weight. University of Plymouth studies have documented lead, cadmium, antimony, and PFAS leaching into hot liquids.
  • Supplements amplify every risk factor.Daily ingestion. 1–3 year shelf lives. Lipid (fish oil, vitamins D/E) and acidic (vitamin C) formulations are aggressive solvents. Vulnerable consumers. Trust premium.
  • Regulators already know.Washington State's recycled-content law (SB 5022) explicitly exempts dietary supplements, drugs, and medical devicesfrom PCR mandates — on the public record, citing contamination risk.

The path from old electronics into a recycled supplement bottle is not a conspiracy. It is a documented industrial process — three steps in a chain that recyclers know about and brands rarely investigate.

The NIR blind spot

Recycling facilities sort plastics with Near-Infrared (NIR) spectroscopy machines. The technology has one well-known blind spot: carbon black pigment absorbs NIR light entirely.Black plastics — common in electronics housings, kitchenware, and consumer goods — are invisible to the sorter. They either get rejected or shunted into a manual / mixed-plastic stream.

The e-waste shortcut

Clean black-plastic feedstock is scarce. Manual sorting is expensive. Some recyclers source cheap, shredded black plastic from e-waste— old TV cabinets, computer monitors, keyboards, printer housings, chip housings. These materials are loaded with brominated flame retardants, antimony, lead, and cadmium to meet electronics fire-safety codes.

The contamination rides along

When e-waste plastic is shredded, pelletized, and blended into the broader recycling stream, the contaminants don't volatilize or degrade. They just dilute. PCR plastic sold as “recycled HDPE” can carry low-but-measurable concentrations of flame retardants and heavy metals even when the final product was never an electronic.

Liu, Stapleton, Blum, Diamond, et al. (Toxic-Free Future + Vrije Universiteit Amsterdam) screened 203 black-plastic consumer products. Flame retardants detected in 85% of samples. Peak concentration: 22,800 mg/kg — 2.28% of the product's weight. TBBPA and BDE-209 detected at hazardous levels in kitchen items in direct food contact.

Heavy metals leached into hot liquids

Dr. Andrew Turner's sustained body of work used X-ray fluorescence and leaching tests on recycled black plastic items. Found lead, cadmium, antimony, bromine, and chromium at concentrations exceeding standard safety limits. Antimony measurably leached into hot tea and coffee from recycled-plastic spatulas and mugs.

5,300 chemicals

Food Packaging Forum (Geueke et al.) catalogues every documented food-contact chemical migration from peer-reviewed studies. The March 2025 update: 5,300 chemicals total, 1,060 new in the prior year, 853 specifically migrating from recycled PET. Frequently detected: melamine, di-tert-butylphenol, di-tert-butylbenzoquinone, caprolactam, polyamide oligomers.

Found in human samples

The Food Contact Chemicals in Humans companion database established that food- contact chemicals — bisphenols, PFAS, phthalates, heavy metals, and volatile organic compounds— are widely detected in human blood, urine, and breast milk. They're not just leaching into food. They're accumulating in human bodies.

A note on the Liu 2024 paper: independent reviewers found a calculation error in the authors' estimate of daily exposure relative to the EPA reference dose for one chemical (BDE-209). The authors corrected this in December 2024. The core finding — that 85% of consumer black plastics contain hazardous flame retardants at high concentrations — remains scientifically valid.

WHY SUPPLEMENTS ARE THE WORST-CASE APPLICATION

PCR is a problem for any food-contact use.
Supplements amplify it on every axis.

Long shelf life

Supplements sit in their bottle 18–36 months on average. Chemical migration is time-dependent. Longer contact, more migration.

Aggressive solvents inside

Fish-oil and vitamin D/E softgels create a lipid-rich environment that pulls fat- soluble contaminants (BFRs, phthalates, bisphenols) out of the plastic walls. Vitamin C and amino acids create an acidic environment that mobilizes heavy metals.

High surface-area contact

Powders, loose capsules, and small softgels pack against the inner walls of the bottle, maximizing the contact area per gram of product.

Daily ingestion

Consumers take supplements every day, often for years. Even sub-clinical migration accumulates. Prop 65's lead limit is 0.5 micrograms per day.

Vulnerable consumers

Many supplement buyers are pregnant, immunocompromised, elderly, or managing chronic conditions. Tolerable contamination thresholds for these groups are lower, and the legal exposure is higher.

Trust premium at stake

Supplement consumers pay a premium for “clean” and “trustworthy” products. PCR contamination is exactly the kind of hidden quality failure that breaks brand trust when it's exposed.

Case-by-case No Objection Letters

FDA requires recyclers to run challenge testing— spiking input plastic with a cocktail of surrogates and proving the decontamination process reduces them below 0.5 ppb dietary concentration (1.5 µg/person/day). Most generic PCR available on the open market is not NOL-backed for dietary supplements specifically. Using non-application-specific PCR is a regulatory infraction.

Daily-dose math is brutal

Prop 65 enforces some of the strictest exposure thresholds in U.S. consumer-product regulation. Lead MADL: 0.5 µg/day. Antimony trioxide listed as a carcinogen. Cadmium and multiple phthalates listed for reproductive toxicity. Daily-dose supplement consumption means even micro-migration from a PCR bottle can trigger liability. Bounty-hunter Prop 65 lawsuits are a documented and growing risk vector.

The tell

Washington's 2021 recycled-content law imposes PCR mandates on packaging. Dietary supplements, drugs, and medical devices are explicitly carved out of the mandate, on the public record, specifically because of contamination risk. State legislators looked at the same evidence and concluded PCR is not safe for ingested products.

Stricter still

The EU Packaging and Packaging Waste Regulation (2024) sets recycled-content targets but includes carve-outs and chemical-safety requirements that effectively block contaminated PCR from food-contact use. Brands selling into the EU need EU-compliant PCR or virgin material.

IF YOU ARE ALREADY EVALUATING PCR

Six diligence steps before you sign with a recycler.

Most supplement brands that switched to PCR did not complete these steps. The ones that did, found things. If your team is committed to evaluating PCR despite the evidence, here is the minimum diligence required to protect the brand.

  1. Demand a polymer-and-application-specific FDA No Objection Letter. “General food contact” isn't good enough. The NOL needs to cover dietary supplements specifically, with the formulation type you're using.
  2. Run third-party migration testing on the finished bottle.Use food and supplement simulants — lipid-based and acidic — for the specific product going into the bottle. Budget $3–8k per SKU.
  3. Prop 65 screen the empty bottle. Heavy-metal screen for Lead, Cadmium, Antimony at minimum. The result needs to be far enough below the MADL to leave headroom for daily-dose math.
  4. Avoid colored PCR for direct-contact applications. Color means pigments. Pigments mean potential heavy-metal stabilizers. Black PCR is the highest-risk subcategory.
  5. Demand chain-of-custody documentation.“Recycled HDPE from food-grade post-consumer feedstock” needs paperwork all the way back to a specific recycler with a known process. If the supplier can't produce it, walk away.
  6. Reconsider whether PCR is the right answer at all.For supplements specifically, the answer is increasingly “no.” Virgin oxo-biodegradable resin tells a stronger sustainability story without the contamination risk.
